The Illinois Commerce Commission governs relocation towing in the majority of areas we perform relocation services. Their rule for non-commercial vehicles that are in the loading process and or prior to rolling must be released at no charge if the person reclaiming has the vehicles keys with them at that moment or if they have proof of ownership at that moment. Once the vehicle is attached to the tow vehicle and movement has begun the relocation company is not required or obligated to release the vehicle, they are to continue to the specified impound facility. Commercial vehicles follow similar rules except that commercial vehicles are subject to payment of half the fee, if payment cannot be made at that moment then no release and continuation to the specified impound facility. Vehicle owners or reclaimer’s that attempt to hinder or remove the vehicle from the towing vehicle are subject to arrest. (This rule only pertains to areas governed by the Illinois Commerce Commission.)
